A VICE News article revealed that the city of Baltimore has a history of tension between the residents and the police. A report by the American Civil Liberties Union stated that 109 people in Maryland died between 2010 and 2014 following police encounters. 31 of these police related deaths occurred in Baltimore.  Around 70 percent of the subjects were black, and more than 40 percent of them were unarmed.

In only 2 percent of the 109 cases did police officers face criminal charges. Aziza Minor is a Baltimore native who attended one of the neighborhood clean-ups that occurred two days ago.

"People have been hurting in this area for years," she told VICE . "There is neglect, negligence, harassment."

She admitted that Freddie Gray's death was an "unfortunate catalyst" for the riots, but said the largest grievance was the reality that "people die everyday."
