Cuff 'em ... in elementary school?

KOMO News reports that the ACLU and parents are suing over a Kentucky school resource officer's placing of two elementary school students, both suffering from disabilities. The separate incidents involve an 8-year-old boy (school officials have a video of him in cuffs put on his arms) and a 9-year-old girl, who was apparently so upset after the handcuffing that an aid car was called to take her to a hospital. Both kids have been diagnosed as having ADHD, and Kentucky law forbids physically restraining children with disabilities.
